Functionality appears to have been restored at around 8:10am, although no official word from ITSA.
I spoke to their technical support who indicated that the system had been down since some time overnight and no resolution time was known. Whilst I was on hold, a transaction was successfully processed, but they could not tell me if the issue was resolved.
